The Ministry of Education, Culture and Sport, through the Spanish Cultural Heritage Institute, is responsible for publishing the volume-catalog "The recovery of the cultural heritage of the city of Lorca", which exhaustively compiles all the works and projects carried out under the Master Plan and which reflects the undoubted success of its balance sheet: 98% of the planned budget, more than 60 million euros, has been executed and 100% of it has been committed, making it an international benchmark on how to act in disaster situations affecting cultural heritage.

The document describes ways in which libraries can prepare for such disasters, as well as how to deal with resources damaged due to such disasters. Flooding, leaks, heavy rain, hurricanes, and fire sprinkler activation are some of the reasons why water can enter a library facility. It can damage library resources and infrastructure as well as disrupt services for a long time.
