The group of experts in emergencies and civil protection that make up Observatorio Cero (Citizenship, Emergencies, Risks and Opportunities), in view of the serious emergency situation resulting from the floods caused by the DANA (Isolated Depression at High Levels), expresses its position in relation to the appropriate management of emergencies, aimed at the best protection of people, property, the environment and cultural heritage.

The Disaster Risk Management Knowledge Centre has produced the first scientific flagship report "Science for Disaster Risk Management 2017: knowing better and losing less". The Disaster Risk Management Knowledge Centre has produced this report, the result of a multi-sectoral and multidisciplinary networking process representing the combined efforts of more than two hundred experts, mostly European. Adopted at the Third United Nations World Conference on Disaster Risk Reduction in March 2015 in Sendai, Japan. It is the result of a series of stakeholder consultations that began in March 2012 and intergovernmental negotiations that took place between July 2014 and March 2015, with the support of the United Nations Office for Disaster Risk Reduction, at the request of the United Nations General Assembly.

The guide provides essential information to assist policymakers and other stakeholders in developing a framework for medium- and long-term post-disaster recovery in the development of a framework for medium- and long-term post-disaster recovery.
