Damage assessment and insurance
Informe del estado de conservación del sitio Patrimonio Mundial de Las Médulas tras el incendio forestal que sufrieron en agosto de 2025, elaborado por el Grupo Autónomo de Expertos para asistir a la Fundación Las Médulas a informar al Centro del Patrimonio Mundial de la UNESCO sobre el desastre y los daños.
En julio de 2021, las fuertes lluvias inundaron toda el área de almacenamiento arqueológico del Centre de Conservation et d’Étude (CCE, AWaP) de Namur, afectando parte de la colección metálica con agua contaminada y barro. Se examinó una selección de artefactos de hierro para evaluar los daños y los factores que contribuyeron a su deterioro. Se analizaron los patrones de corrosión y otros fenómenos en la superficie tanto a nivel macroscópico como microscópico. Este estudio tuvo como objetivo comprender mejor los daños causados por las inundaciones y las condiciones de conservación posteriores, así como replantear el uso de materiales de embalaje para el almacenamiento.
El artículo analiza cómo responden las cerámicas al agua de inundación y al barro, a partir del estudio de tres sitios afectados en Bélgica e Italia. Se recopilaron datos sobre diferentes tipos de loza y se entrevistó a profesionales del patrimonio involucrados en diversas etapas de recuperación. Aunque no ofrece un análisis exhaustivo de todos los daños posibles, identifica factores clave que influyen en la afectación de las cerámicas, como las características del objeto, el contexto de la colección, las condiciones específicas de la inundación y los recursos disponibles. También subraya la importancia de documentar y analizar sistemáticamente los daños para evaluar el impacto real de los desastres en el patrimonio.

Fruit of the author's experience in assessing damage in the Philippines, Nepal and Myanmar. During her stay in Italy, she contacted the Department of Civil Protection and agencies to assess the immediate risks to the cultural heritage of the affected area. This document is a first conceptual discussion and a proposal to formalize the inclusion of the valuation of cultural assets after a disaster. In recent years, ECLAC has attempted on several occasions to assess the damage and loss of cultural property following disasters. The document first analyzes the existing debate on the valuation of cultural goods and services, describes the characteristics of cultural goods and their market and non-market values.
