Este texto se centra en el patrimonio cultural inamovible y susceptible de sufrir ataques, tomando como marco de referencia la resolución de Responsabilidad de Proteger (R2P) de las Naciones Unidas, por la que se permite la intervención internacional contra crímenes de guerra o genocidio. El R2P está fundamentado en tres pilares: prevención, reacción y reconstrucción; ofreciendo a las instituciones un marco legal que, tal y como argumenta este texto, debe extenderse a la protección del patrimonio cultural. Recoge la opinión de una treintena de expertos de los ámbitos del patrimonio, las ciencias sociales, la ayuda humanitaria, el derecho y las fuerzas armadas; así como la documentación y análisis de ataques recientes perpetrados contra las personas y bienes culturales.
