Venecia, ciudad costera única incluida en la Lista del Patrimonio Cultural de la Humanidad de la UNESCO, ha sufrido desde la antigüedad una serie de problemas relacionados con el clima, como la subida del nivel del mar, las mareas de tempestad que inundan la ciudad, la congelación de la laguna durante los inviernos más rigurosos y los incendios. A lo largo del último milenio, se han reconstruido los retos mencionados a partir de fuentes de distinta naturaleza, es decir, registros instrumentales, registros escritos documentales y artes visuales.

En este documento se analizan las estrategias adoptadas en el pasado; algunas de ellas han sido geniales y eficaces, otras necesitan mejoras. La lección del pasado ha puesto de manifiesto riesgos y puntos débiles. Las medidas de resistencia y mitigación necesitan más investigación y enfoques políticos novedosos.

In this first issue, Thomas G. Weiss and Nina Connelly examine the relationship between cultural cleansing and mass atrocities. After summarizing the key debates surrounding the destruction of cultural heritage in areas of armed conflict, Weiss and Connelly present options for creating an international framework dedicated to its protection. They demonstrate how the UN's Responsibility to Protect (R2P) doctrine, a pre-existing framework that allows international intervention to stop war crimes or genocide, could be adapted to protect cultural heritage sites. This document presents the various challenges and issues related to the protection of cultural heritage and proposes a way forward in developing a unified international response.

The Collections Emergency Protection Plan of the Museo Nacional Centro de Arte Reina Sofía (PROCOERS Plan) is a comprehensive management system for the entire Museum that aims to provide an effective response to the protection of the works in its custody in the event of an emergency situation. To this end, it integrates a dynamic model of collection data infrastructure that serves to analyze the works and spaces globally in real time. The advantages inherent in this model, which is under development, are very varied, including the ability to predict risk situations linked to different variables, anticipate solutions, obtain proposals for action or facilitate decision-making in the event of an emergency.

The Disaster Risk Management Knowledge Centre has produced the first scientific flagship report "Science for Disaster Risk Management 2017: knowing better and losing less". Post-disaster damage assessment of cultural heritage: Are we prepared?

Fruit of the author's experience in assessing damage in the Philippines, Nepal and Myanmar. During her stay in Italy, she contacted the Department of Civil Protection and agencies to assess the immediate risks to the cultural heritage of the affected area. Drawing on these experiences, this paper highlights some critical gaps in existing capacity that prevent timely assessment of impacts on cultural heritage, which in turn hinders its recovery. (7pp)
